In order to deal with the great pressure of Energy saving and emission reduction,our country have imported the new energy saving mode which was called EnergyManagement Contracting in1996. In the international energy crisis, the globalclimate warming of the environment, China is culturing fertile soil for the company ofEnergy Management Contracting. So far, the number of energy services companywhose based on EMC model implementation project of energy saving and emissionreduction have been developed to2354. In the EMC of energy saving and emissionreduction projects, industrial energy saving occupies an important position. Becauseof industrial energy consumption power. Due to the huge energy consumprtion ofthermal power plant, it become the key energy saving object of EMCo. However, forenergy conservation service who through the EMC model are still facing manychallenges, for EMC mechanism is concerned, the customer is the key point, theproject is the foundation. Because in the whole project, EMCo undertook the requiredfor the project total investment, almost all of the risk for the project, so EMCo want toseize the opportunities and realize rapid development, will be a huge challenge.Based on the EMC energy-saving renovation project examples which R energysaving service company for DT thermal power plant of the implementation of, thepaper first puts forward the selection of background, and introduces that the riskmanagement of R service company is just become a mere formality, the project riskprediction and risk control often distortion or existence lag risk management presentsituation. There isn’t exist risk management system mechanism in R company whoseproject managers don’t pay attention to the project risk system analysis, identificationand evaluation. Finally, we can draw the conclusion that the risk about EMC projectof power plant in addition to general project risk character, but also has into stages,variability and complexity etc. For R energy service companies, through the risk management to avoid or reduce the occurrence of project risk and reduce the loss ofthe company, so as to guarantee the smooth completion of EMC project is of greatsignificance.Paper starts from the process of the DT thermal power plant EMC energy savingreconstruction project, through expert consultation method forming risk identificationchecklists, analyzed the major risk factor of the effect of different stages of theproject risk event are for customer risk, organizational risk, market risk, technologyrisk, financing risk and policy risk, these risk factors can be divided into credit risk,operational risk, energy saving equipment usage risk, energy-saving equipmentoperation risk, management ability risk, financial risk, information risk and inflationrisk, energy price changes, the interest rate risk the risk of exchange rate fluctuations,energy saving technology advanced risk, energy-saving equipment quality risk,energy saving detection risk, financing risk, financing channels risk, domestic energypolicy change risk, energy saving policy laws and regulations change risk,energy-saving equipment permission restrict risk total18subsidiary risk item.Combined with expert scoring method to determine the weight of risk assessmentindicators with the application of analytic hierarchy process (AHP) construct riskevaluation model, obtains the DT thermal power plant EMC energy-savingreconstruction project risk evaluation, according to the risk assessment results,chooses the suitable risk response strategies, establish the risk management system ofrisk control mechanism so as to guarantee the smooth implementation of the process,improve the company’s level of risk management.
