Research On Policy Factors That Attract Transnational Corporations To Set Up R&D Organizations In China

Many transnational corporations have set up R&D organizations in our country amony the recent ten years, and the number of these organizations has exceeded 750 by 2007. The major parts of these organizations are in some developed regions, such as Beijing, Shanghai, Guangdong, and Jiangsu. Be to attract more transnational corporations setting up R&D organization in China, our central and the local governments have promulgated many R&D policies, which give the first place to preferential measures. This study is to analyse policy factors that attract transnational corporation to set up R&D organizations in China .First, this article analyses the present situation and the behavioural characteristics of transnational corporations' setting up R&D organizations in China, compares the R&D policies of different areas, and divides them to talent introduction, the intellectual property rights protection, inspect up the through pass, foreign exchange control, preferential tax treatment, financing serve, government financial support, systems of reward, administration management for free and land preferential measures. Second, using the policy execution theory and literature study, I refine some policy execution factors that attract transnational corporations to set up R&D organizations in China. Last, applies questionnaires carrying out sample investigation to the transnational corporations' R&D organization in China, reaches the ultimately conclusion. From the study, we can draw two conclusions. In the policy content aspect, the effect of talent introduction and the intellectual property rights protection policy is more bigger; In the policy execution aspect, the policy factors that attract transnational corporation to set up R&D organizations in China can be classed to five big kinds, that is, the policy resource safeguard, the policy realization ability, the policy openness, the policy consistency and the policy rigorousness.In the end, this article gives some suggests to the adjustment of our R&D policies according to the study conclusions. And this article also points out the innovation, deficiency and the new study directions in future.
