The S&T Agents are the important ingredients of National Innovation System as well as the main route of realizing the transfer of S&T achievement. It comes into being very late in our country, so the operational mechanism of S&T Agents has no ready-made model. This paper discusses the main problems existing in current operational mechanism of S&T Agents. The author divides the operational mechanism of S&T Agents into four aspects: financing mechanism, talents mechanism, reputation mechanism, evaluation mechanism, and respectively discusses relative theories and model construction to this four aspects.Financing mechanism. Financing is the start of capital movement as well as the base of income distributing. In this section, the author analyzes the mode of financing and constructs the model of financing mechanism, finally, the path to perfect financing mechanism are enumerated.Reputation mechanism. Through referring the reputation theories of corporations, the author constructs the model of the reputation, which is composed of three cycles: reputation cultivating, reputation first transmitting, reputation second transmitting. It makes upgrade to competition from services and qualities to reputation.Talents mechanism. Aiming at increasing high talents, from the start of admittance mechanism, and with incentive at the core, the author discusses competition mechanism, interest mechanism, training mechanism, check and evaluation Mechanism and quitting mechanism. Moreover, the incentive mechanism is emphatically discussed, in which some problems are put forward.Evaluation mechanism. The index system is constructed based on BSC as well as the hierarchy analysis model of index system based on AHP, which avoiding the quantification difficulty only using BSC. Then the weight of indexes and CR is worked out by Expert Choice, and the results are true of CR, then the front indexes is named KPI according to weight ranking.Finally, two cases of S&T Agents are illustrated to embody aforementioned theories to strengthen persuading; a brief summary and further work for this paper are made.
