Xinjiang is a major agricultural province, the peasant income issue is the core issue in the three rural issues, the so-called "rich world rich farmers, agriculture strong, strong world", It is a major issue vital to the overall modernization drive in Xinjiang. Xinjiang's land area is One-sixth of the country's land area, and in 2005, Xinjiang's cotton output is one-third of the total,Xinjiang's tomato sauce production capacity accounted for more than 90%, about 80% of the country's total output of Xinjiang Hops , Ranked first in the country……With such a strong foundation conditions and resources, but there is not cost-effective issues in Xinjiang rural and agriculture. This also led to the situation of stagnation or slow growth industries. This not only affects the further economic development of Xinjiang,but also made Xinjiang trapped in a "resource advantages, benefits disadvantageous" position, and social stability of Xinjiang and the stability of the whole nation has some negative effects . How will the resource advantages into economic advantages of Xinjiang. To increase the income of peasants and herdsmen in Xinjiang will become an important issue that needs to be addressed urgently.The part 2 is the body which has four parts: Chapter 1 analyzes the issue of increasing the income of farmers in xinjiang on natural resources, market risk theory, the theory of human capital constraints and the industrial capital on empty in order to analyze the next chapter. Chapter 2 first analyze the movements of the income of farmers and herdsmen in Xinjiang on time series analysis method, decompose the cyclical changes in revenue, divide the stages of the income of peasants and in Xinjiang;second, comparing the growth of the income of peasants and herdsmen in Xinjiang with the GDP growth and the incomes of urban residents; Then by calculating the Gini coefficient analyze the final status of the income gap between farmers and herdsmen. Chapter 3 analyzes micro factors and macroeconomic factors that influence the income of farmers by a lot of statistics. Conclusions are following: the difficulties of increasing farmers,income are agricultural weak character, excessive burden on farmers, inadequate investment in agriculture and so on. Chapter 4 Promote the measures and suggestions on the growth of income of farmers. These proposals have fostering leading enterprises to accelerate the industrialized operation of agriculture to promote agricultural restructuring, accelerating the development of export-oriented agriculture, reforming the land system and property rights of farmers to enhance the quality of education and the promotion of rural market construction.
