The implement of these policies and measures has greatly sped up the development of Chongqing local science and technology, the economy and the society. However, from the overall perspectives that, Chongqing still lacks in the system regional science and technology policy under the market economy condition, and this is disadvantageous to the formation of independent innovation system. Therefore, it is of vital significance to study the driving function of the policy on science and technology to independent innovation and to find out its effect and existing deficiency for proposing the countermeasures and the suggestions, carrying out the theory of accelerating the implementation of"revitalize Chongqing through science and education", and further perfecting the existing scientific and technological policy.As the important constituent in the regional policy, the regional policy on science and technology is also one part of the policy on science and technology.
