Xiamen City To Promote The Study Of Science And Technology Enterprises Independent Innovation Support System

Xiamen Economic Zone as the core city of the west coast, is increasing emphasis on technological innovation. Technological innovation is becoming the dominant force to promote the west coast Economic Zone. 2006 Xiamen municipal committee and governmentproposed using 15 years to build science and technology innovative city, to achieve the economic growth mode from "manufacturing" to "independent innovation" change and the manufacturing industry from the "Xiamen Manufacture " to " Xiamen Creation "change. In 2009, the Xiamen government attached great importance to and conscientiously implemented the spirit of the document of" the views of the State Council about speeding up the construction of the west coast Economic Zone in Fujian Province ". Undertaking to play a pilot role in technological innovation, the government made series of views and measures. However, there are some problems in the capacity of independent innovation in Xiamen City. For example: the investment in R & D and government support is not enough; human resources are more scarce, independent intellectual property rights is less; high-tech industries less competitive; the risk technology investment and financing system is not yet sound; financial technology needs to be improved financial management and so on. This paper will take the research on the current situation of the scientific and technological innovation system of Xiamen city, through the analysis on technological achievements and intellectual property rights and talent resource etc in recent years in Xiamen, using large firsthand material, with the construction of the scientific and technological innovation system of our city and the strengths and weaknesses of brothers city's, full use of technological innovation theory, and put forward the improved method of the technological innovation and the government support. For example: to continue to increase government investment in science and technology, to establish the multi-channel financing and government procurement system based on independent innovation, to strengthen the service system based the independent innovation and improve the building of human resources development system and so on.
