The ecological and environmental problems initiated by the Three Gorges Reservoir (TGR) Project are highly concerned since the project begun. After the first water storage begun in June 2003, the water level has raised to 139 meters, and which will rise to 175 meters in the year 2009. In order to keep the most of storage, the operation plan of this huge reservoir is to"store clean water and discharge turbid water", the water level will keep to 175 meters in winter and 145 meters in summer, which forms a water-level-fluctuating zone between 145 meters and 175 meters. With the water level increasing, the water velocity of flow will be slow down and the water flowing gradient will be substantially declined, which will alternate the environment of water-level-fluctuating zone and the way of land use will become stable.As one of the most important components of global change research, the study on land use/land cover change (LUCC) has been the frontier all the while after entering the new millennium. Land use/land cover change, which is the one of important influential factors to the environment on the ground, is regarded as the main cause of the global and regional environment change. As a result, how to understand the land use/land cover change is the key problem for realizing the sustainable development of region.This paper choose one typicality—the water-level-fluctuating zone of Kaixian country, Chongqing as research area. This paper is on the basis of collecting various kinds of materials of studying area extensively, supported mainly with GIS technology, it utilize two issues of land use current situation map after vector as the sources of the key data. Combined with field investigation and qualitative analysis, this paper applies the theory and method of Geography, Land Science, Landscape Ecology, Environmental Science to analyze the land use change of Kaixian country between the year of 2000 and 2005, which show that land use change of it are seriously in quantities, structure and degree. On the basis of above researches, it analyzes the driving force and environmental effects of land use change, and also probes into the management countermeasures of the sustainable utilization of water-level-fluctuating zone in the Three Gorges Reservoir area. Through this research, it not only offers theoretic and practical basis for the sustainable utilization of water-level-fluctuating zone in the Three Gorges Reservoir area, but also offers the local materials for LUCC study.
