Rural credit cooperatives are local financial institutions aiming at providing financial services for agricultural development, farmer's living and rural development in rural community. They are one of the important components in the financial system of our country. In recent years, rural credit cooperatives, based on their unique geographic locations and efficient financial services, accomplish significant achievements in actively helping farmers increase output and income, restructuring rural industries. However, according to the five principles and the general requisites for reforming rural credit cooperatives from the central government, rural credit cooperatives are far from real cooperative road and fully playing the pillar roles in rural economi and financial development.Through analyzing and studying the development of both domestic and foreign credit cooperatives, and combined with actual situation of Inner Mongolia, this thesis analyzes such problems as lack of credit money, inefficient services, unbalance of credit location, activating of inventory, widening the debt resources, restructuring asset operation, reducing noncredit assets and no-interest assets and increasing credit to agricultural production. By using comparative method for refining for lessons in different countries, it also presents the reform roadmap for rural credit cooperatives, which can be summarized as diversified organization forms based on different situations in different areas, exploiting internal advantages, improving internal control, innovating businesses, strengthening competitiveness. Only by this way, can rural credit cooperatives play more important and active role in the taking-off rural economy in Inner Mongolia.
