As the idea of environmental protection began to catch global attention since 1970s, countries all over the world started to have their own environmental standards.Whether the cost of environmental regulation influences the international competitiveness of the products has become one of the most important problems to policy makers. And it is also a focus to both the enterprises and the scholars in recent years. This is an issue which developing countries should study, because the evaluation of the problem is not only an important reference for the policy makers in constituting corresponding policies, but also the key to enterprises in accepting the regulations actively.Since there're few studies in this field in China, this paper tries to do some research from perspectives of both theoretical and empirical. In theoretical study, the author finds the paths with which environmental regulation influences international competitiveness and establishes a comprehensive model of mechanism on how environmental regulation influences green technical innovation. Theoretical study draws the conclusion that the influence on international competitiveness by environmental regulation is optimistic in the long run. In empirical research, based on previous studies, the author constructs a comprehensive index system of environmental regulation stringency (ERS), and analyzes correlation between regulation and competitiveness. The conclusion of empirical research in this paper is that strict environmental regulation in china does not lower international competitiveness of the products distinctly.Judging by the conclusions of this paper, the author finally advises that we should stand by the sustainable development by heightening environmental regulation stringency. Meanwhile, we should try to get the positive paths work so that international competitiveness of the product can be improved.
