Since the 21st century, with the quick step of economic globalization, the technological innovation is playing a more and more vital role in the fierce international competition. Directed by the theory of international trade based on technology, this article combines together positive study and normative study with the practice of export growth after the reform and open policy in China, and mainly analyzes and studies the relationships between technological innovation and export behavior. This paper firstly introduces the international trade models related with technology and technological innovation, and then investigate the influence mechanism of technological innovation and the export trade. Secondly, it analyzes present situation of China's technological innovation and foreign trade performance, and obtains a tentatively relationships of technological innovation and the export performance. Thirdly, it uses China's data and carries on the empirical examination between innovation and export performance, and obtains a quantitatively result. Fourthly, based on above findings, it put forward some proposal on China's technological innovation policy and the trade policy.This paper's main part—empirical study contains two bulks: lateral section data analysis on 31 regions of China and panel data analyses on the high-tech industry, in the study, we considers innovation input(relative R&D expenditure) and innovation output(relative number of patents), and discuss its influence on export trade respectively. The result of regional study shows that, there is a positive relationship between technological innovation and export performance, and what's more, compared the result of 2000 with that of 2004, we can see that such positive effects is becoming more and more significant. The result of high-tech industry indicates that, relative R&D expenditure has positive influence on high-tech products' export, but the statistics is not very significant, this result is related to the development phase and development pattern of high-tech industry, and to some extent, it confirms to China's reality. While relative number of patents has a negative effect on high-tech products' export, thus suggests that there are some weak-points in our current patent regime, and to some extent it prevents high-tech products' export.
