Currently,the economic development of China is at a crucial point in which old kinetic energy has continually transformed to new power,and it is also in the key period of economic transformation.The core of innovation-driven development strategy is trying to upgrade high-tech industries vigorously.Meanwhile,technological innovation is the endogenous driving force for the export of high-tech industries with sustained core competitiveness.In recent years,scholars at home and abroad have conducted a series of discussions on technological innovation and export issues of high-tech industries.However,few scholars have conducted research from two aspects in terms of nationwide and regions.Therefore,this paper tries to take into account the indirect effects of educational investment on technological innovations from the two aspects in terms of nationwide,regions,thus enabling us to understand technological innovation more intuitively.The influence of the export of high-tech industries is to facilitate effective strategic proposals for the technological innovation and high-tech industry development of China.Firstly,this article uses the literature research method to comprehensively review the domestic and foreign literature on technological innovation and high-tech industry exports,and then it briefly analyzes the current status of Chinese technological innovation and high-tech industry exports.Secondly,based on the annual panel data of each province and city of China from 2001 to 2016,the paper measures the comprehensive scores of provinces of technological innovation annually through the global principal component analysis method.then,the panel data of three technological innovation factors and export delivery values of high-tech industries obtained from the principal component analysis were started from three regional levels of eastern,central and western provinces respectively,and the PVAR model was used to measure the degree of impact of technological innovation on the export of high-tech industries.Thirdly,on the basis of empirical results,the impact of technological innovation on the export of high-tech industries was analyzed specifically,and in-depth discussions were made in China concerned the regional heterogeneity of technological innovation,the imbalance of high technology industry and its sub-sectors export,and there are industral and regional heterogeneous impacts of technological innovation.The important conclusions are as follow:First,there is regional heterogeneity in the level of technological innovation with the eastern region having a higher level than the central and western regions.Then,there are obvious industry imbalances in the export of high-tech industries in China.Currently,electronic and communications equipment manufacturing dominate the major industries.At the same time,technological innovation has a significant role in promoting the export of high-tech industries,of which direct investment in research and development and indirect investment in education have a significant role in promoting the export of high-tech industries in China.Finally,the impact of technological innovation on the export of high-tech industries has regional heterogeneity with the eastern region having a greater impact than the central and western regions.On account of the above conclusions,this paper puts forward the following policy recommendations: Firstly,the relevant departments should improve incentive policies for independent innovation and enhance regional development coordination.Then,the government needs to deepen supply-side reforms and promote the development of high-tech industries.Meanwhile,they should also increase investment in scientific research and education and promote the implementation of high-level talent strategy.Finally,strengthen the national innovation system and promote the formation of a new pattern of openness is of vital importance.
