| Since the Economy-opening system in 1992, especially after China's joining the WTO, the development of China's foreign trading is advancing. Whereas, the status and the importance of the Commerce in National Economy is not well cognized, and the current managing steps are not well done, China's Commerce has the problem of over-opened by the drive of regional benefits, which leads to foreign business over-enter.The foreign capital commercial department controlled the high end market through running new stores, controlled the commercial resources with the purchase strategy then to threaten the Commerce Safety of China; The thesis analyzed the factor which has affected Commerce Safety from inside and outside two aspects, the Commerce Safety still faces the new challenge and the risk. We can forecast that the problems of over-opened will threaten National Economic Security by testing from the retail trade in the Economy-opening system to Commerce Safety present situation. The over-entry of foreign business will threaten the National Economic Security, impact the smooth growing of it; influence the development of our new-pattern industrial path and the expropriation of National taxation.Therefore, the management of controlling the entry of foreign business must be strengthened. In one hand, the opening of Commerce does not mean unlimited opening and in the other hand, the management strengthening must accord with the requirements of the World Trading Organization. The thesis analyzed how to strengthen our country commercial security reform from macroscopic aspect and the microscopic aspect. All in a word, to establish a healthy and well-running Commercial safety system needs common efforts of government, enterprises, guilds and academies.Not only such strategy research has the actual operation significance, more over at present other professions impact which brings after being WTO entry but also has certain model function to China. |
