National New Areas:Development Performance And Policy Recommendations

Economic zone is our country since the reform and opening up to promote regional economic development,enlarge the important policy of opening to the outside world,China's first economic zone was established in 1979 in shenzhen set up a "special economic zones",since then,and has set up,such as economic and technological development zone,hi-tech industry development zone,bonded zone,national zone,free trade area and other various forms,different types of economic function.The establishment of each economic functional area has its special historical background and strategic significance.The national new area is a comprehensive economic functional area bearing the major development and reform mission of China.Why a large number of new state-level new areas and other new economic functional areas have been established and appeared in recent years?Is this closely related to the development performance and construction expectations of economic functional areas,including state-level new areas?In this paper,the development of more mature in Shanghai pudong new area and tianjin binhai new area as an example,analyzed the current situation of our country's national new district development present situation and construction effect,to find problems existing in the process of new city development and the deep-seated contradictions and puts forward policy Suggestions,as national new problems related to the research provides a new Angle and new way of thinking,is helpful to promote the sustainable development of the national district,play to drive the economic growth,explore the important role of innovation driven development path,at the same time also helps to enlightenment and reference for promoting the construction of other economic regions.This paper is divided into seven chapters.The main contents of each chapter are as follows:The first chapter is the introduction,which introduces the background,research purpose and significance,literature review and main innovation points and deficiencies of this paper.Secondly,it analyzes the research purpose and significance of the development status of national new areas by taking Shanghai pudong new area and tianjin binhai new area as examples.Thirdly,this paper makes a literature review on the existing state-level new areas,and sorts out the relevant researches of state-level new areas from the aspects of comparative research,management system and development mode research,construction experience research,location research,strategic choice and development path research.Finally,the paper summarizes the main innovation points and deficiencies.The second chapter is the concept definition and theoretical research.Firstly,the concept of economic functional area and national new area is defined.Secondly,the theoretical basis of supporting and guiding the development of national new area is analyzed in depth,including the growth pole theory,core-edge theory and externality theory.The third chapter is the general situation of the development of state-level new areas.Secondly,according to the state council's examination and approval of the overall plan of each state-level new area,the target orientation of state-level new area is divided into three aspects:the economic growth pole that drives regional economic development,the important engine of expanding opening to the outside world and the demonstration area that explores innovative development path.In the end,the paper summarizes the development results of the state-level new areas,and concludes that the state-level new areas have achieved remarkable results in rapid economic growth,improved industrial structure,accelerated opening-up and reform and innovation.The fourth chapter is based on the national new target,from economic growth and opening to the outside world and innovation demonstration from three aspects,in Shanghai pudong new area and tianjin binhai new area as an example analysis of the development of the national district performance,it is concluded that the national-level new economic growth pole function abate,opening to the outside world is not ideal,innovation achievements transformation process is slow and so on three conclusions.The fifth chapter is the analysis of the causes of problems state-level new district development,respectively from the new policy planning,practical operation and development of assessment and real-time regulation four aspects analyses the cause of the problem at the national level,it is concluded that national district to achieve policy objectives reason mainly lies in the new district approved audit is lax,there exist deviations in policy implementation,not enough attention to the national new district development condition assessment and monitoring,and so on.The sixth chapter is the policy suggestion of national new area sustainable development.According to the reasons for the problems existing in the development of the state-level new district,put forward relevant policy Suggestions,including strict examination and approval standards,and reasonably plan the scope of the new district;To compile the overall plan of the new district scientifically and advance the construction of the new district in an orderly manner;We should identify our own orientation and characteristics and deepen institutional innovation.To innovate management system and improve internal operation mechanism;Evaluate the overall plan of the new district to avoid blind construction;Regularly evaluate the development performance of the new district and provide guidance for its future development;Pay attention to real-time supervision and adjust the development direction of the new area;Clear supervision responsibility,construction of multiple supervision mechanism.The seventh chapter is the conclusion,which holds that there are many problems in the development of state-level new areas,which need to be solved and adjusted in time.
