Study On Transition Of Chinese Primary Government's Economical Function In The Market Economy

It is crucial for the transition of governments in Chinese economic system reform, especially primary govemment's transition in huge system of its. The research on Chinese primary government's economical transition has huge role both of governments and socialism market economy.In the transition process of economic function with primary government, the first task is to establish the boundary of economic function with the govemment at the basic level in market economic system. It should divide the general and specific character of function in the transition. It should distinguish between developed zones and no-developed zones with transforming organization merger between party and govemment, with transition of villages and towns, and transforming mechanism with service-management in the transition.The conclusions of this study comprise: the economic transition of primary government in China is urgent; it should distinguish development zone and stage which has different economic function; The transition of primary government in no-developed zones should adopt government-leading model, and should adopt market-leading model in developed zones. Both of two zones should reform their governments energetically, and bring forth new ideas in management institution of government.
