The Research For The Function Transition Of County Level Government Under Privatizational Condition

The economy in the county region is the basis of China's national economy to run and develop. At the present time there is less research focusing on the economic functions of the county level government (CLG) domestically. The purpose of the economic function transition of the CLG is to forward the administrative system characterized by regularized behavior, coordinated operation, candid transparency as well as honesty and efficiency in accordance with the central government's requests of comprehensive planning, policy fulfillment, information guiding, organized association, supplying service, inspection and monitoring to provide a guiding, coordinating and service, to improve the private economy and to construct the county region's competitive advantage of its economic development by taking a scientific view of development and creating sound environment for economic development. This dissertation discusses that at the initial stage when China constructs its socialist market economy system, because of the main production resources-land that are still controlled by the nation, the state-owned capital still occupies the predominant position, as a result the economic functions of the Chinese government are different from those of the complete market economy countries. In this period the economic function transition of the CLG mainly means of fascinating, roles and manners of in administrating the domestic development affairs to improve economic development within its region to adapt the objective condition of the market economy system. As the officials of local government have the relatively independent and targets which are different from the central government; the key point to them are to find new opportunities by make use of the system innovation to realize the local economic acceleration. The main factors to push the transition can be divided into the national economic institutional reform, privatization, economy, administration cost, the administration efficiency and the society (employment) motive etc. and the demonstration effect of the developed regions. The factors that affect the government functional transition has been analyzed systematically include economic, political, idea, society, quality of personnel etc. The implication of the CLG's economic functional transition means any round reform in administrative ideas, institutions, method regulations and assessment systems. The honesty of the government is the moral foundation when government implements its economic functions under the condition of market economy. The governmental exaction by law is a systematic guarantee the assurance for honest government. The reform of the administrative ratification system is one of the core contents in the transition of the economic functions of the government. The government must consider its input and output problems. To adopt the scientific and advanced organization form is an important way to improve the government efficiency in technical aspect. The evaluation of the government performance in performing its economic functions is the control tache for the government to implement its economic functions correctly, and also the basis of social supervision. By using the successful experiences of local governmental economic functions transition in domestically developed districts and the ways of foreign local governmental functions, the paper put forward target mode of the economic function change for CLG is to set up a market, privatization and legalized service pattern in the transitive period characterized by its limited, legalized, effective public and directive functions. "The Limit of governmental functions"is basis for the economic function change of the CLG, "services" is the substance of the change, and "efficiency" is the purpose of the change. We can determine the proper economic functions of CLG by enhancing theoretical research, hold the intension of functional transition to make sure to run the new model efficiently, with no interruptions in transition process in order to keep the continuity of government's affairs of managing and serving economy and society and treat with the problems left by the prior reforms to insure the downright of this functional transition. The standard verify whether the CLG implements its economic functions rightly should be that they can promote the local economy healthily. From the point of view of the world to study the government innovation, the government tends to be adapting the demand of public, competition, responsibility so as to be serving objectives driven and market oriented government.
