Regional central city is a kind of city that economically dominates within a certain geographical space, which mainly presents the region's economic strength of comparative advantage. It is the distribution center of all kinds of productive factors within the region, and guides the development of regional economy. And any urban development is not blind. City policy makers will determine the future development goals and develop available urban development strategy in accordance with the city's own advantages, which ensure that urban development will not deviate from the world economic development. Therefore, the success or failure of an urban development depends on the correct or wrong of its functional positioning to a large extent. According to the overall requirements of building Dalian City as an important international shipping center in Northeast Asia, and the strategic arrangement of"The 11th Five-Year Plan Outline of National Economic and Social Development in Dalian City", Dalian City will form an urban industrial pattern that focuses on the building of shipping center and considers commercial, financial, tourism and information center as the supporting industries. Especially in the strong background of Northeast Asian mutual cooperation, it is realistic that positions Dalian City as the central city in Northeast Asia. So it is obvious that the creation of Dalian City as the key international shipping center in Northeast Asia is one of the most important directions of its future development.This paper firstly pays attention on the feasibility that creates Dalian City as the commercial center in Northeast Asia, and then sums up the inspiration from those experiences of the development of domestic and international commercial central cities through the analysis of international commercial development and the world's three biggest commercial centers-- New York, London and Tokyo. And then, it carries out the reality verification of the creation of Dalian City as the commercial hub in Northeast Asia, including: the historic opportunity, development at present, and constraints of the creation of Dalian City as the commercial hub in Northeast Asia. In the meantime, this paper has adopted the quantitative analysis of the creation of Dalian City as the commercial hub in Northeast Asia with the use of SSM calculation, and proposed coping strategies for building Dalian City as the commercial center in Northeast Asia: Innovating ideas and reaching a harmonious atmosphere in which cooperatively pushes commercial development; Planning and guiding, and entirely implementing all the measures of commercial development; Cooperating with the government, promoting the diversification of commercial development as soon as possible; Widening the opening-up, and attracting"outside and inside sources"to centrally gather to commercial industry; Combining"soft"with"hard", improving the market supporting service system; Attracting investment, hastening the headquarters economy to settle down in the CBD; Nurturing talent, and creating intelligence groups to support the commercial development. This paper is expected to be a helpful reference to the creation of Dalian City as the commercial hub in Northeast Asia.
