Research On The Three Northeast Provinces' Construction Industry Competitiveness Based On Shift-Share Method

As an important old industrial base in China, the three provinces in northeast China have a relatively complete industrial system and a solid industrial foundation. At present, the Central Committee take "revitalizing the northeast old industrial base" into China's modernization strategy layout, in order to pave the way for the next economic development of three provinces in northeast China, and to give great development potential to northeast China. Construction industry is one of the pillar industries of national economy, and the important material production department of national economy, it also has a close relationship with the development of national economy and improvement of people's life.In order to explore the main driving force of economic growth in the three provinces of northeast China, this paper takes the construction industry output as the breakthrough point,applying Shift-Share method to analyze the structure effect and the regional effect of the three provinces in northeast China. According to basic principle of Shift-Share analysis, the national Shift-Share component is the construction industry of each province according to the proportion of the total GDP of the country, the change of the scale of the construction industry, that is the national growth effect(Nij). The structural Shift-Share component is the difference between the growth of the national construction industry and the growth of the national GDP which leading to the shift between the growth of the construction industry of each province and the national standards, that is the industrial structure effect(Pij). The regional competitiveness Shift-Share component is the remaining part of disaggregation of the province's construction industry growth,the difference between the growth rate of each province's construction industry and the growth rate of the national construction industry, that is regional competitiveness effect(Dij), and taking the degree of the competitive effect as the main index to measure the strength of competition.The Shift-Share method can reflect the contribution of the construction industry's internal structure and the competitiveness level of the three provinces in the northeast of China to the growth of the local area.Meanwhile this method can reflect the rationality of the internal structure of construction industry of the three provinces in northeast China, and the strength of competitiveness of construction industry. This paper contributes to the relevant departments to accurately grasp the advantages and disadvantages of the three provinces in northeast China,formulating policies to promote the development of the construction industry.By quantitative calculation, this paper is concluded that the growth of the three provinces in northeast China has benefited from the rapid development of the national economy, the construction industry regional competitiveness is not strong, and the construction industry internal structure need to be optimized, etc. We put forward some suggestions: firstly, the three provinces in northeast China should change from the total quantity advantage to the benefit advantage to promote the construction industry stability and healthy development. Secondly,according to its own characteristics, it can appropriately adjust the internal structure of the construction industry. Finally, analyze the problem of its own development, to formulate plan and measures which is suitable for the development of the local area.
