Study On The Problem Of Chinese Agricultural Public Investment Management

Along with our agriculture opening further to the world after joining the WTO, The development of our country's agricultural and rural faces a series of problems and challenges, among which the insufficiency of agricultural and rural investment including the agricultural public investment and the inefficiency of the used investment are regarded as central issues to be settled urgently. Our government attaches great importance to these problems. From 2004 to 2006,in the central government "NO. 1 Documents" Our government emphasized specially that the deep level contradictions, which restrict the development, had not been completelyeliminated, so the task of maintaining the good tendency of rural development is extremely arduous. Furthermore, each measure to support agriculture must be strengthened. Therefore, it is significant apparent how to study the problems of agricultural public investment (API) adapting to the current situation appears to be significant. The main research subject of this article is the problem of API management.From the relevant researches of domestic and overseas, we can find that some developed countries' researches on it have formed relatively mature public finance theories, methods of public investment efficiency analysis and governmental policy practice flames on API. Domestic researches on API is a brand-new yield which has been proposed in the recent ten years along with the reform and opening policy. Seeing the documents acknowleged, domestic researches on API mostly analyze qualitatively agricultural public products characteristics, types and the main attributes that provide the public products, and what proper role the government should take as in providing the agricultural public products and the main and countermeasures existing in the agricultural investment and so on. On the basis of straightening out the present research results, this article elaborates the basal theory of API management, and also explores the relationship between the API and the rural social economy development. Meanwhile the author analyzes systematically the China's API management system and policy evolution from the qualitative angle, also describes and appraises the API system's evolution about our government finance system from the foundation of our country. It reveals and analyzes the main problems which exist in the current API system. Furthermore, this article explores international experience in the API domain and its apocalypse for China, and the relevant rules of government public investment in the WTO "Agricultural Agreement". In the end, The auther of this dissertation suggests some measures about further deepening the understanding of the API's scope and function, optimizing API policy goals, standing out API's emphasis and primary domain, perfecting the API policy structure frame, as well as ensuring legally the government finance increase of API, consummating the intergovernmental financial controlling system and the village public investment "one case one opinion" system and strengthening API's entire surveillance and management and so on.
