The Main Problems Analysis And Suggestion Of Public Car Park PPP Project

With the rapid development of the city,the traffic is becoming more and more crowded,the difficulty to find a parking place has been became a major problem to limit the city's development.It is very urgent for the government to build more and more parking places to meet the demand of city' development.However,owing to the problem of the finite fund of government,the limiting of government debts and government's construction inefficiency,it is very difficult to solve this problem only relying on the methods of government.Therefore,it is imperative to apply public-private partnership model(PPP)in building the public parking.While the applying PPP model in building the public parking is still lying in initial implementation nationwide and it has not become mature yet in Chongqing.So it is necessary to explore the solution of how to apply PPP model in the public parking construction in Chongqing.This paper firstly introduced the definition of PPP and public parking and clearly showed the research object.Then two main research aspects of the thesis were showed-whole process and multi-agent cooperation.At last,by some studied theories to prove that it is very important and urgent for PPP model to apply in public parking construction.Secondly,by applying index analysis and expert interviews,the main 37 problems in the process of PPP applied in public parking construction were founded.And the problems also have been analyzed from the aspects of whole process and multi-agent cooperation.On the basic of this analysis,the questionnaire survey was used to find out the key problem of PPP model to apply in public parking construction by putting questionnaire to those who have PPP practical experience or theoretical knowledge(about 124 effective questionnaire have collected).It was finally found that the key problem of PPP model to apply in public parking construction from weight analysis and SPSS analysis to those effective questionnaire results.Then puts forward corresponding solutions to the key issues identified from the whole process and multi-agent cooperation,including: " strengthen risk management,the risk allocation " " the establishment of the third party supervision mechanism" and "to full project pre-stage investigation " " to promote the transition of the function of the government " "Reasonable determination of project procurement methods" "the establishment of integrated information network platform" "completing laws and regulations" and "establishment historical cost database " and "full project franchise period cash flow analysis" and "projects package or bundle " and "the implementation of the project's value evaluation" by "flexible financing structure" and "professional training".Effective response to the key issues impacting of public parking PPP project implementation,to ensure the smooth implementation of the project.Finally,the key problem and strategies was specifically inspected in a case of PPP model in Chongqing public parking construction.By deeply analysis the background,key operation patterns and the problems met in practical application,then proposing solutions.This research have a reference function about concrete operation in the project of PPP model in Chongqing public parking construction or other areas.
