The Positive Study On The Institutional Changes Of Inner Mongolia Grassland's Property Rights In The Pastoral Area

As a basic element of economic delevopment in animal husbandry,the grassland is a giant thesaurus of natural resource,a importance existence homeland of the minority nationality,a ecological defence of nation.In recent years,Grassland degeneration is a serious problem of ecological economy in inner mongolian,and overgrazing is the essential reason that leads to degeneration of grassland.The relationship between the institution of grassland property right and overgazing is consanguineous,the design of the institution of property right is faultiness and institution provided is lagging,which makes utilization and protection of grassland out-of-order.Firstly,this paper talks the theoretical and practical significance of grassland and property right theory institution,which provided theoretical basis for the whole text.Then,it reviewed the changes of the grassland system in pastoral area,discussed the problems in the existing grassland system,and made an estimating on the contribution ratio of the grassland tenureship to animal husbandry economy and the performance of returning grassland into grasses Project.The finally section puts forward the next goals and wholly design of grassland institutional reform.
