It is of great importance for oil companies to make midtermand long-term programs scientifically so as to putthemselves in an invincible position in the competition, todispose the enterprise resources rationally and to ensure astable and sound development of the enterprises. Comparedwith the oil companies abroad, those in China have a greatgap in the making of mid-term and long-term programs, bothin the program scales and in the pratical work, thus cannotfully meet the demands of the market economy. So it'snecessary for oil companies to make mid-term and long-termprograms and it's of great help to improve the work levelof mid-term and long-term programs.The author has collected and studied a lot of data ofthe domestic oil companies, consulted many related expertsand documents at home and abroad. With the help of thedissertation supervisor, the author has made comparativeanalysis and studies of the concept and method, the systemand organization, the procedure and content of the mid-term and long-term programs of the oil companies, and he hasfound the differences, the problems and the gap between theoil companies abroad and those in China in making the midtermand long-term programs, and he has given somesuggestions on how to improve the work of the mid-term andlong-term programs of the domestic oil companies. By thecomparative analysis and studies, the author has come to thefollowing conclusion: In the making of mid-term and longtermprograms, the oil companies abroad have relatively ripeexperience, while the domestic oil companies are still inthe stage of rapid development, and it's necessary for themto learn and absorb the advanced experience and analysismethod of the oil companies abroad.
