To date, the national economic and social development five-year plan in China has traversed through more than fifty years. The guidelines for the five-year plan, within more than a half century, have been gradually altered and modified in accordance with the constant change of world situation as well as the change of the situation in China and CPC(the Communist Party of China). Ever since the initiation of Reforming and Opening-up Policy, our national economical and social development programming for long or middle term, has been the demonstration that CPC'S adherence to the theory of Socialism with China's Features in new period is the reflection of the specific developing strategies of China, as well as the reflection of Chinese leaders' further understanding of the situation of our country. Further explorations into middle-term or long-term programming which is led by CPC and established under the conditions of marketing economy of socialism, are beneficial not only to identifying the actual course of the construction of socialism with China's features, but also to perfecting the developing plan under the circumstances of social marketing economy as well as accelerating the process of harmonious socialism and realizing the great renaissance of Chinese nation as early as possible. This is a great theoretical and practical project for CPC and Chinese governments at the new phase in the new century.The thesis consists of Introduction and other four chapters. The first chapter introduces the historical evolution of our national economical and social development programming for long or middle term initiated since the initiation of Reforming and Opening-up Policy; the second chapter mainly illustrates the features of our long-term or middle-term plan initiated since the initiation of Reforming and Opening-up Policy; the achievements and deficiency of our long-term or middle-term programming is discussed and analyzed in the third chapter; and the last chapter is about some basic experience achieved in carrying out the programs.
