Research On The Systematic Obstacles In The Segmentation Of The Labor Market In The Yangtze River Delta

Along with the quick development of economy, the restriction of resource environment becomes more and more serious, so does the conflict between the large population in the Yangtze River Delta and a relatively low energy and resources supply and environment carrying capacity. The expansion of the gap between the rich and the poor and the regional disequilibrium caused by the different economy policies and economical development level, the phenomena of local protectionism, assimilated industrial structures, repeating construction and the swell of the competition among the local governments have all sped up the segmentation of labor market and caused the waste of human resource and market turbulence to some extent and become a great obstacle to the healthy development of regional economy. Human resource is the core of the productivity. The consummation and unification of the labor market offers a strong intellectual support to the development of the regional economy.This paper tries to make a deep discussion about the systematic obstacles appear in the labor market in the Yangtze River Delta through the segmentation theory of labor market(LMS). The segmentations of labor market are all relative to the character of the market in those countries which have mature market economies. But in the Yangtze River Delta economic region, the segmentation of labor market is a serious of systematic arrangement based on the census registration system and the compulsive interference in the construction of regional labor market coming from the so called"rational people"of the local government.The precondition and key point to solve the problems occurred in the labor market in the Yangtze River Delta is to repair the adjustment function of the market system, that is the competition system, the price system, the supply and demand system and etc., to the labor market, clamp down those census registration administration system and relative labor system which have a character of discriminational color and identity difference, dredge the labor force circulation channel, eliminate the systematic system caused by the segmentation of the labor market step by step and set up an unified and more flexible labor market.
