Research On The Mode Of Industry High Technologization Of Heilongjiang Province Based On Qualitative Simulation

As one of the China's typical old industrial bases, the industry of Heilongjiang Province has turned to a declining period from vigorous period during last three decades. There are so many problems in industry: shortage of tangible tools and equipment necessary for production, structural deficiencies specific for the industrial sector, serious wastage of resources, significant shortage of investment and operational capital, serious overstaffing of the enterprises, major management failures; absence of inventions and innovations and competitive competence necessary for the industry. China has adopted, in 2003, a national policy which is aimed to promote old industrial bases of the northeast regions. It becomes an important problem to be solved urgently that how to use high technology to reform industry and make the industry high technologization.Qualitative simulation is an important method to analyze the qualitative problems. After setting up a process of the industry high technologization model, the paper builds up a feasible mode to reform industry by hi-technology through making a qualitative simulation for the industry high technologization of Heilongjiang Province and analyzing each kind of factor to influence the process of Heilongjiang Province industry. The mode can improve the technology level of industry on the basis of using the advantages of traditional industry. It seeks to improve the efficiency of the industry and reduce the costs by employing'Hi-tech melts mode'and the'transfer mode'and combining them with market demand in order to realise the'caper type development'in the industry.Firstly, the thesis explores to define the industry high technologization, to analyse the mechanisms of the industry high technologization process, and then to attempt at a literature subject. Secondly, the thesis seeks to evaluate the industrialisation process by a series of methods and to analyse the existing conditions of the industry from aspect of the public policies as they affect the industry, and then analyzes the problems that exist in the industry high technologization in Heilongjiang Province.In the end, the thesis makes qualitative simulation system for the industry high technologization of Heilongjiang Province and sets up a series of modes of the industry high technologization for Heilongjiang Province by analyzing the results of the qualitative simulation to know the influence of all kinds of factors. This thesis also puts forward some countermeasures to improve the level of the industry high technologization of Heilongjiang Province.
