Study On The Relationships Of Imported Technology Absorption Capabilities And High Technology Industrialization

The 21st century is the era of knowledge economy, high-tech industry has become the forefront century industry of 21st, and it's also the focus of competition in science and industry. High technology industrialization is the whole process that from the research and development on high-tech products or processes to commercialization through the application of technological innovation, and large-scale production through the technology diffusion. From a technical point of view, the core problem of the high-tech industrialization is formation the capacity of developed key technologies, which relates to the major, issues that the level of high-tech innovation and improvement, the range of innovative enhancements, and technology innovation chain extension. Therefore, raising the level of high-tech industry the key is to continuously upgrade the industry's technological innovation capability.The introduction of technology absorption and innovation is the combination of the introduction of technology and the innovation, is the accumulation of technical knowledge with considerable prior conditions, from outside the organization choose the initial technology and introduction, in the basis of digestion and absorption the initial technology, combined with their first technical knowledge and actual needs to carry out the upgrading of technology and improvement activities. Therefore, it is also the high-tech industries to improve their technological innovation capability, the one important way to accelerate the pace of high-tech industrialization. As for the introduction of technology absorption and innovation, the level of technological absorptive capacity is the most significant and directly elements which impact on the innovation performance. In the stage of digestion and absorption of imported technology, absorptive capacity plays a crucial role in technology transfer intermediary, as the mission for changes the external initial technology to the organizations own technology. Conversion and use of this technology can promote the product innovation and process innovative activities, and to improve innovation performance, to provide innovative premise to the market for the industry. Therefore, the study on the relationship between the high-tech industrialization and the digestion and absorption capacity on the introduction of technology has a certain practical significance.Firstly, the paper start with the literatures of the technical digestion and absorption capacity and its determinants, then on the basis of the summarizing the concept of absorptive capacity, proposed technology absorption capacity on industry-level should be:an industry access, absorb, transfer and use of the introduction of foreign advanced technology, resulting in dynamic capability of independent innovation ability. Then analyzed the relationship between the digestion and absorption of technology capabilities and introduction of innovative, and the relationship between high-tech industry and innovation, and on this basis, build a relationship model which described the relationship between high-tech industrialization and digestion and absorption capacity, which provides theoretical premise for the empirical research of follow-up.In the empirical analysis, this paper taking the R&D, human capital, the fund of technology digestion and absorption, financial support as a key factor in technological absorptive capacity into account the analysis model, and use factor analysis to evaluated the level high-tech industry in each of the years 1995-2008 in Liaoning province. Then, using Multiple Linear Regressions, building model, into the data, to analysis the relationship between the high-tech industrialization and technological absorption capacity by quantitative analysis. The results show that to achieve high-tech industry on the basis of the introduction of technology, there are the positive effect between the level and the speed of the industrialization and industry technology standards (R&D), the funds investment on the digestion and absorption of the introduction of technology, the amount of human capital deposit, and the efficiency of financial markets. However, the key of this positive effect is the level of technical absorptive capacity. Therefore, to improve the level of high-tech industrialization, it needs to improve R&D expenditures, increase the funds of technological transformation, digestion and absorption, increase the stock of human capital and improve financial market efficiency, in order to improve the absorptive capacity of the technology industry, and then provide technical prerequisite and innovation to ensure achieving the high-tech industrialization.Finally, based on the theory and the results of quantitative analysis, the paper combination the situation and existing problem of high-tech industrialization and the digestion and absorption capacity in Liaoning Province, then a targeted response and suggestions. Then put forward countermeasures and suggestions for targeted. The Liaoning Province in the process of developing high-tech industries need to take the following measures:Increase R&D and the funds of the digestion and absorption; improve the level of human capital; Increase venture capital investment; Strengthen the government's macro regulation and guidance for technology absorption and create a favorable external environment; Promote playing the industrial cluster effect, provide a good industrial environment for the technological absorption; Improve the investment environment, improve the market system. In order to improve digestion and absorption capacity of the technology industry, and then provide the prerequisite and guarantee for speeding up the pace of high-tech industrialization and improving the industry level.
