Study On The Problem Of Government Expenditure For Hengyang Municipality Agriculture

Agriculture is the foundation of national economy in all countries whether developed or developing. As a special industry, agriculture has a characteristic of weakness. The importance and specialty of agriculture demands it be supported and protected, especial the financial support. It is one of the most important measures that government expenditure invest in agriculture. As a huge agricultural municipality, Hengyang's agriculture obviously takes an important and unique role in its region national economy and social development. But Hengyang agriculture lacks the development power and the agricultural product international competition becomes more and more stiring up, which make its face a great many challenges. The government should take some countermeasures to promote Hengyang agriculture competitiveness and development of agriculture economy at present. The countermeasures are as follows: increasing the financial input to agriculture and raising agriculture funds in many ways; optimizing structure of financial input to agriculture and defining the fields needing funds; enhancing supervision of input to improve the utilization benefit of funds.The article referes a number of foreign and domestic material on the problem of government expenditure for agriculture. The author has obtained the first massive data through on-the-spot investigation and study. The method of positive and comparative analysis is adopted to analyze the total, structure and administration system of government expenditure for Hengyang agriculture. At the same time, the article has systematically analyzed the effect of government expenditure for Hengyang agriculture on increasing of agriculture economy. From above such conclusions as follows are drawn: The government expenditure for Hengyang agriculture has promoted agricultural and rural economy, but it also existed some questiones, such as the government expenditure for Hengyang agriculture was inadequate, the composition of government expenditure for Hengyang agriculture is not reasonable, the phenomena were serious of the project construction repetition, disorder and short-term effect, the low rate of project construction funds put into effect and so on. At the last, this dissertation suggests some measures about how to solve the problems and put forward the benefits of government expenditure for Hengyang agriculture from increasing funds expenditure gross, reforming expenditure structure and perfecting management system etc.
