Study On The Economic Compensation System For Conversion Of Cropland To Forestland And Grassland

It is a common problem for the human beings in 21st century to strengthen theecological construction and to guard the ecological safety, which is also an importantbasis of the sustainable development in our economic society. As one of the projects,Cropland Conversion to Forest and Grassland, that promotes the ecological construction,as it is a systematical project that concerns with the overall adjustments of profit of thegovernment, the local governments at different levels and individuals. And the massesand the scholars from all walks of life have focused on its economic performance ofenforced policy, expected results and sustainability. Therefore, in order to ensure toimplement the plan fluently, we will make the policy of the reasonable economiccompensation give full play in enforcing it. This paper, combining with the formaltheoretical basis, probed and analyzed the problems such as compensation targets,compensation subjects, compensation number and compensation years etc. in thecompensation system of the Cropland Conversion to Forest and Grassland by way ofvisiting the local farmers and making an investigation of the important cities and countiesin Enshi Prefecture. And expects to provide some references for researching thecompensation system of the Cropland Conversion to Forest and Grassland and make-outof the policy.The main researching results are as following: Firstly, the investment of ecologicalforests and economic forests, the loss of compensation levels and compensation yearsshould be different. The former should be more than the later in the investment ofecological forests and economic forests; levels and districts should implement the loss ofcompensation. On compensation for the rank of county, it also pointed out the necessityof compensation as the policy of the Cropland Conversion to Forest and Grassland leadto the reduction in finance and the financial expenditures in performance. Secondly,about the share system, according to the principle that the man who reaps the profit willshare it, this article pointed out that not only the local beneficiary but also indirectbeneficiaries for the compensation subject are parts of the problem. And on the way ofshare, it gave 8 pieces of advice. Thirdly, on the compensation way of the policy of theCropland Conversion to Forest and Grassland, it pointed out that it should be combinedwith the compensation system at home and abroad, material object and cash, direct andindirect compensation and gradually passing from insufficient compensation to sufficientcompensation. Finally it gave some advice on the further research.As the policy of the project of compensation system is very powerful, wide-rangedand complicated, this article pointed out that a reasonable compensation system in the Cropland Conversion to Forest and Grassland should be built to guard the masses' profitfairly and efficiently on basis of the original system so as to fire the masses and thegovernment at different levels with implementing the project. It benefits the sustainabledevelopment of the project, guarantees the construction of ecologic environment and alsothe rapid development of the economy in China.
