Research On China Customs Risk Management

With the globally economic integration and increasing internationalcontacts, the scope of the customs' supervision has been enlarged so that thecustoms face the dilemma between the strict execution and the high-efficientoperation. The original model of the customs' supervision hasn't been adapted tothe needs of the current situation. In order to alleviate the dilemma effectively,the customs at home and abroad have introduced the idea of risk managementinto the customs management. Therefore, to establish a system of custom riskmanagementhas become a common topic for the customs.This paper uses the former study on customs risk-management for referenceand makes a study on the risk-management system of subordinated customs,aiming at the status quo of a system of customs risk-management which hasn'tbeen set up in China. This article mainly consists of fifth parts as follows: Thefirst part analyses comprehensively the status quo of Chinese customs management. The second one emphasizes the basic theories of customs riskmanagement. The third analyses the basic meaning and the characteristic ofcustoms risk management. The fourth part, it is about the imagination ofestablishing Chinese customs risk management, which analyses above all aseries of problems existing both in ideology and practice of Chinese customsrisk management right now, and brings forward the pragmatic conception ofChinese customs risk management which is consist of the general consideration,the basic frame, and the conception of set-up three working modes. The last partgives some advice about using the customs risk management mode.
