Research On The Reform Of Post Saving Of China

It has nearly been two decades since the postal savings business (PSB) was resumed by post offices in China. Along with its growth, the PSB made tremendous achievements. However, with the economic and financial development, the PSB is blamed for its tortuous organization management system and peculiar business operation that result in absorbing a great amount of local funds while not benefiting the economic development in the localities.Having depicted the history and current situation of the PSB, this article analyzes the major problems and associated reasons detail by detail. By drawing upon the relevant good practices and enlightening lessons of western economies, a new solution to address the difficulty in the PSB is put forward after reviewing some typical reform proposals discussed or even practiced in China in recent years. This article highlights the significance of the proposed solution of building up a postal savings bank that must be incorporated in line with the requirements of modern financial enterprise system. What's more, specific moves are stated from a practical perspective with a view to achieve a successful reform on the PSB.The article is composed of five parts as follows,Section one provides general picture of the PSB, including how the concept and nature of the PSB are defined, what are the main functions of it, and how it develops in China as well as in other western countries such as Netherlands, Germany and Japan, all of which are rich in long history and good practices of the PSB.Section two gives a brief introduction of experiences and lessons drawn from the growth of the PSB in Germany and JapanSection three explains China's Postal Savings in the opinion of Institutional Change Theories. China's post saving reform is the result of games of correlative institutional bodies. This section gives a theoretical analysis of the factors behind the reform of China's Postal Savings to explain the intrinsic change logic of this reform. Section four mainly concerns on the systematic analysis of inner and outer environment of our post saving banks.Section five is about that how to make the development strategy of post saving bank and improve its core advantage in competition. Beside, we should continue the reform of post saving bank accompany with other related reform especially the post institution reform and finance institution reform.
