With the rapid economic development, China's energy supply situation is facing severe, according to estimates of the State Development and Reform Commission, China's traditional fossil energy supply and demand gap will not reach 30% by 2050. In this context, China's agricultural mechanization and energy constraints facing increasingly evident, therefore, efforts to develop carbon, clean and efficient as the basic features of saving agricultural machinery development of modern agriculture has become the most important issue in the process. In view of this, based on the basic theory of institutional transformation, using gray system analysis, the study has important theoretical and practical value in the field of saving agricultural mechanization in China. It can not only fill in the large gaps in international research in related fields, but also provide a scientific basis for saving agricultural mechanization strategy. The main contents of this paper include the following:First, institution change of the system of saving agricultural mechanization. This chapter introduces classical theory of institution change model, agricultural mechanization system intensive evolutionary process and characteristics of the historical analysis for the follow-up of empirical studies, laid a theoretical basis.Second, the occurring mechanism of saving agricultural mechanization system vicissitude. This chapter from system environment change, transaction cost reduction and institutional aspects of demand drive dynamical mechanism of institution changes were analyzed, and then from path-dependence, innovation delay and cognitive limitations of institutional change aspects of the restricting factors analyzes the mechanism.Third, system effect measure and empirical evidence for saving agricultural mechanization. This section will save effect into energy saving and cost saving two Angle, by using grey prediction and the actual value of the difference of the amount that reducing effect, and further grey relational model of agricultural mechanization system intensive quantitatively analyzed the policy effect.Fourth, the main conclusions and policy recommendations. Based on the above empirical studies, this study puts forward some policy Suggestions are as follows: Attaches great importance to energy saving and emission reduction agricultural mechanization, clear save strategic focus; To strengthen the government support, implement the whole life cycle of agricultural machinery green design; Vigorously promote saving agricultural technology, implement comprehensive agricultural mechanization of cleaner production; Support farm machinery service organization development, encourage agricultural mechanization green services...
