Study On The Regional Economic Policies About Constructing New Base Of Energy In Shanxi Province

For 20 years, Shanxi energy base has contributed greatly to the whole economy's development and it also cost a lot. With the beginning of a new century, central government brings Shanxi a good chance to develop its economy by practicing "Midland development" strategy. After the 3rd and 4th.Plenary session of 16th CPC National Congress, with the direction of scientific developing concept and the chance of "The central part rising strategy", Shanxi provincial committee and government decided that the goal and the task of developing regional economy are to construct a new energy and industry base. The new base not only can ensure our country's energy security and economy's consistent growth, but also can promote Shanxi to transform its economic structure, deepen the reform, make the industrialization and citifying fast, and boom the regional economy.Without the regional economic policy's support, the regional economy can't move smoothly. The policy is an important part of regional economy development, which affects the efficiency and ability of a region to utilize its economic factors, and it stimulates the region's consistent development. Form the view of regional economic development policy support, the paper studies the policy issues of Shanxi new base of energy building.Firstly, the paper sums up the main content of regional economic policy theory, economic intervention theories, regional development theory and sustainable development theory to provide theory base for the new base of energy in seeking policy support. Secondly, the paper deeply analyzes local economic policies and there effects of different periods in shanxi energy base construction and demonstrates the mutual relationship between local economic policies and new base of energy construction in shanxi, and then the paper sums up the ideas and experience of policy support in the international energy regions, such as in Ruhr, Appalachia region, Kyushu of Japan etc. to provide good examples for the construction of new energy base. Thirdly, the paper analyzes the local economic policies of different periods in shanxi energy base construction from theoretical and practical points, and then points out the problems in construction and local economic policies on this basis. Finally, the paper gives the relative policy suggestions from two aspects: central government and regional government.
