Policy System Design For The Revitalization Of Northeast Old Industry Base

The northeast old industrial base plays a very important role in the economic development of China and it has made great contribution to the economic development of the new China. However, it has fallen behind the developed regions in the economic development in recent 20 years. In order to solve the systematic and the structural contradictions existed in northeast old industrial base, the central government and the parties concerned have taken a series of policies and measures, including the implementation of debt-to-equity swap, the strengthening of technological transformation, the implementation of changing the line of production in policy, the launching of the pilot project of social security and so on. Nevertheless, the effects of the policies are not very obvious. To vigorously develop the northeast old industrial base is of vital importance not only to the economic development in the Northeast and social security, but also to the overall economic development and the overall situation of structural adjustment in China, even to the national security and the international strategy. Now we get the strategic chance that the state is bringing the revitalizing plan into effect. In view of the basic strategies, the provinces in the Northeast begin to put it into practice respectively, which made the research on making the revitalizing policy urgently needed. This thesis starts with the basic point that the revitalization of the northeast old industrial base lies basically in the revitalization of the leading industry. It discusses the key points of some relative theories, such as the leading industrial theory, the increasing pole theory, the industrial-cluster theory,the substantial development theory , and their introductive significance to the old industry base. It summarizes the basic experience of some successful examples of the vitalization of the old industrial base at home and abroad. It analyzes in-depth the actual difficulties that the old industrial base is facing when revitalizing the old industrial base from the point of view of the continuing development, industrial structure, system, etc. Meantime, it makes an overall analysis of the advantages of northeast development from the point of view of overall situation of the state economic development, the economic system of the old industrial base itself and the external conditions of vitalizing the base. It discusses how to establish the leading industry in the base. On the basis, it designs the policy system of the base systematically, and puts forward the introductive thoughts, the designation principle and policy framework of vitalizing the old base, therefore, it provides the useful policy system mode for making the vitalizing policy of the old base.
