Accompanying with the arrival of new economy times, human resources exploitation and application become more and more important. The managers have experienced intensely that human resources is the most important resource and the most precious wealth for an enterprise. Development of enterprise can't be lack of excellent employees and effective human resources allocation. How to seek, retain and train suitable employees which are the support of keeping the enterprise forceful life-force and competitive power has been an important problem for enterprises.As a non-governmentally operated enterprise growing up rapidly, Wantong Telecom Co. Ltd. (WT) is a mobile phone agent and a direct marketing retail dealer. Large amount of practices of home and abroad have testified that the strategy human resources management (SHRM) which surrounding the enterprise strategic objective should be an inevitable selection in the future. So WT needs to construct SHRM system too.Firstly, the construction of SHRM system has been introduced in details and the valuation system of SHRM has been constructed. According to analysis on the relationship between human resources management (HRM) and corporation strategy, The frame of SHRM system has brought forward and been introduced. The frame is divided into three tier including strategy, tactics and operations in the paper. Secondly, this paper analyzes current situation and problems about WT HRM, such as human resources situation, HRM model and its problem diagnose. Thirdly, the paper analyzes the application of the SHRM system in WT. In the strategy tier, Corporate culture, strategy allocation and human resources strategy and its plan are summed up; In the tactics tier, the key points of labor using, salary, performance evaluation, stimulating, training and etc. are explained; In the operations tier, HRM operation and appointment are discussed. At last, the paper give a certain demonstration on WT HRM actuality.
