Multi-criteria evaluation is an important branch of the decision-making. In the same time of abtaining the best project, people are always worrying about the uncertainty of the decision-making parameters. Because of the influence of the uncertainty of the parameters or the problems themselves, the reliability of the evaluation results achieved with some methods is an important issue during decision-making for the decision makers. Sensitivity analysis is an important tache of the rational decision-making. With sensitivity analysis, decision makers can fix on the departure of the decision resulted by the uncertain parameters. And they can pay more attention on the key part of decision-making. It has important practical meaning for multi-criteria decision making issues.This paper firstly compares existing multi-criteria evaluation methods, and then discusses an important tache, sensitivity analysis. After summarizing the development of sensitivity analysis in and out of China, this paper brings out an improvement of one multi-criteria evaluation method and makes sensitivity analysis on it. And then, this paper provides a new method of sensitivity analysis which is based on the cosine of vectors'angle. Finally this paper makes compositor and sensitivity analysis on the model of urban sewage dealing factory constructing project.
