This model can not only help to reduce the capital invested by the government to theinfrastructure and its debts, but also bring the enterprise efficiency, advanced techniques aswell as managerial experience into operation.BOT financial model is widely used in infrastructure construction,, and this businessplan is in process under this background. As the member of the group of BOT project in thesecond sewage treatment plant, I will provide the feasibility analysis for government andmake detailed fiscal analysis for this project by using the relative theoretical knowledge aboutbusiness administration in order to help investors explore the market and gain reasonablereturns. This article will analyze systematically all kinds of risks maybe encountered underthe BOT financial model, put forward the measures of risk control and make a conclusion ofplanning feasibility so as to lay the foundation of giving successful illustrations for thecooperation between more public infrastructures and private capital in the future.
