Chinese economy has been developing at a rapid speed for thirty-five years. Carrying upthe urbanization planning and attaching unprecedented importance to the energy-saving andemission-reduction, China will build up at least1184urban sewage treatment plants all overthe country, which forces sewage treatment rate in the urban area to reach more than30%,especially after the construction of the sewage treatment facilities has been brought into thenational Twelfth Five-Year Plan.On the way of industrial development, Town H has formed four large industrial zoneswith the ten-year efforts. Town H has intensified efforts to invite and attract the investment;however, it encounters increasing difficulties in this aspect. The difficulties appear becauserecently each industrial and business project were delayed or even put aside resulted from theEnvironmental Impact Assessment. The economic development is severely limited by theenvironmental problem.Second Sewage Treatment Plant in Town H has urgent tasks, but is stopped by the localfiscal problems. Under this circumstance, the plant decided to develop the projects using BOTmodel. This model can not only help to reduce the capital invested by the government to theinfrastructure and its debts, but also bring the enterprise efficiency, advanced techniques aswell as managerial experience into operation.BOT financial model is widely used in infrastructure construction,, and this businessplan is in process under this background. As the member of the group of BOT project in thesecond sewage treatment plant, I will provide the feasibility analysis for government andmake detailed fiscal analysis for this project by using the relative theoretical knowledge aboutbusiness administration in order to help investors explore the market and gain reasonablereturns. This article will analyze systematically all kinds of risks maybe encountered underthe BOT financial model, put forward the measures of risk control and make a conclusion ofplanning feasibility so as to lay the foundation of giving successful illustrations for thecooperation between more public infrastructures and private capital in the future.
