Under the background of increasingly severe water pollution,the construction of urban sewage treatment plants as one of the powerful technical measures to solve the problem of water pollution attract the attention of the government and the social from all walks of life.China's urban sewage treatment industry is in a period of rapid development at present.However,the limited financial capacity of the local government and the loophole in price control and environmental regulatory cause the contradiction of the rise in sewage treatment services prices and the effect of water quality improvement.The government urgently needs to determine the reasonable price of sewage treatment services to ensure the healthy development of the sewage treatment industry.At the same time,the government allocate sewage treatment fee mostly based on the amount of sewage treatment,the effect of energy saving and emission reduction is rarely considered.This method is not beneficial to sewage treatment enterprises improving their effiency.Therefore it is important to establish a new type of urban sewage treatment plant service pricing model and allocation mechanism which can better coordinate the relationship between Capital profitability and public interest to help protect the environment and prevent pollution more effectively.Guangdong province is one of the most developed and most active areas in China,its'overall level of sewage treatment is among the best of China,Construction and management level of sewage treatment plants in Guangdong province represents a higher level in the industry,may be the future trend of domestic sewage treatment industry.Based on the above problems,this paper focuses on the pricing model of Guangdong sewage treatment plant service and the allocation mechanism.The main research work is as follows:(1)Based on related domestic and foreign research,the cost function model and the neural network model are used for fitting the cost of 54 municipal sewage treatment plants in Guangdong which figures are available.municipal sewage treatment fee pricing model is developed to provide guidance for municipal sewage treatment service fee pricing in Guangdong.Results indicate that matching precision of neural network model is overallly higher than that of cost function model,two models are both significative and available to determine sewage treatment fee.(2)Combined with advanced domestic and foreign experience?domestic policy specification and site investigation,first of all,according to the principle of selecting index system,the energy saving and emission reduction performance of sewage treatment plant is studied from four aspects:energy consumption level?pollutant emission level?pollution control and utilization level and operation management level,21 representative qualitative or quantitative indicators are selected to construct index system of energy saving and emission reduction Performance evaluation in Guangdong municipal sewage treatment plants,this index system is beneficial for sewage treatment plants have insight into their potential for energy saving and emission reduction and improve thier operation management continuously;secondly,combined with documentary achievements?expert consultation and statistical results,a complete set of index scoring method are given,Analytic hierarchy process(AHP)is used to determine the weight of each index;Then the weighting summation method is used to determine score and level of the sewage treatment plants' energy saving emission reduction performance;Finally,according to the score and grade,a new type of relatively complete and scientific allocation mechanism of sewage treatment service fee based on energy saving and emission reduction performance evaluation which has good practical value and community economy significance is constructed and elaborated in this paper(3)The cost function model and neural network model is applied in the service fee pricing calculation of a typical sewage plant in Guangdong Province,Results indicate that two models are both available to determine this plant's sewage treatment fee,matching precision of neural network model is overallly higher than that of cost function model,the established service fees allocation mechanism is applied to calculate the service fee of typical sewage plant,the result is in conformity with actual satuation of the typical plant,this shows the pricing model and appropriation mechanism established in this paper has good practical value.
