Rural to urban migration in China is the most important of labor flow. It has promoted the communication between city and countryside, and increased farmer's income, especially has momentous meaning in advancing the adjustment of agriculture and village economy structure. The migration in China is restricted by many factors. Looking from subjective aspect, the human capital such as the labor's culture trait and vocational skills is the key factor which restricts the rural labors'migration; looking from objective aspect, system, market etc. are also restrict the rural labors'migration in great degree. The thesis embarks on the evolution, actuality and puzzledom of the rural labors'migration of our country, and then analyses the three uncertain factors influenced the rural labors'migration——human capital, system and market, and the risk brought from them。In the end, I make some relative countermeasures for how to decrease the risks.
