Rural to urban migration in China is the most important pattern of laborflow. It has speeded the communication between city and countryside, andincreased farmers' income, especially had momentous meaning in advancingthe village economy structure and urbanization. The migration in Chinais restricted by various internal and external factors, there is restrainton system, policy outside, a workforce' s own cultural dynamics,deficiency in vocational skills inside. Along with the progress of scienceand technology and the development of economy, the restriction of suchinherent human capital flows on influence and constraint caused to therural laborer more and more outstanding. This text is in the detailedanalysis workforce flows on the foundation of the relation with humancapital and human capital investment, obtain the firsthand materialsthrough questionnaire investigation, construct the theory model, andcarry on the positive research through Mincer model, has analyzed andproved the relationship between the rural laborer out for employment andhuman capital investment, that is, the investment in human capital helpshis getting job outside, increases his income, income in employmentcomplexity, job stability. Further more, the outer has stronger willingin human capital investment, which will promote the migration.Main conclusion: 1)Human capital factors such as education, training,length of service and body health status, etc. will influence the choicethat the rural laborer get a job outside, further, influence its income;2)On influence degree, health plays the first status, second is trainingand length of service, education influences the income to going out tobe least obvious, this is because they are mostly engaged in the simplemanual labor in workforce, the marginal productivity of education doesnot preponderate in this kind of job;3)Training rural labors has prominent economic meaning. Some accepted trainings on agricultural science andtechnology, legal etc. before going out, and trainings on industry skillsbrings most benefits to migrations. But these can not deny the importanceof education, in fact, certain schooling background is required infollow-up training, too.Through the analysis above, this text puts forward the policy view onpromoting rural laborer's human capital investment and getting a joboutside: 1)Pay attention to the rural basic education, keep the governmenteducating the subject position invested; 2)Optimize the rural educationsystem, accelerate the development of vocational education and adulteducation of the rural area, improve peasant's vocational skills;3)Payattention to and strengthen the function of the government in trainingand education of the rural worker;4)The community should play its rolein education and training, advocate the pluralistic investment subject.
