Government Behavior On Shaodong Private Economic Development

At the beginning, the local governments'enlightened policies of Shaodong contributed greatly and creatively to the rising of private economic. However,Due to some historical, institutional and other causes, the behavior of Shaodong governments is comparatively disordered. Their present activities are substituting the market to allocate resources.It's urgent for Shaodong's local governments to reform and innovate .This thesis begained with the view of Shaodong's local governments, described and explained the revolutions of the economic policies and the means of behavior innovations of Shaodong's local governments with the development of Shaodong's private economic from history to actuality.It has discussed emphatically on the inherent correspondence between the local governments and the spontaneous private economic , which states that governments'behavior is vital important for Shaodong private economic, reciprocal dependence of inter-action structure based on their coherence and max-behalf of both governments and enterprises is good for the development of Shaodong private economic .This thesis was drawn to a striking difference in recent behavior of local governments between Shaodong and Jiang-Zhe regions,which stated that some of Shaodong local governments'behavior is not apply to the development of private economic ,such as unjust behavior ,unclear policies and vain management,etc. The thesis provided some suggestions that the local governments'behavior should be changed as following : imitating Jiang-Zhe governments'excellent behavior, protecting property ,loosening political constraints ,strengthening service idea,constructing continuous supervisory systems.
