The Predicament And Measures Of Cooperation Among The Regional Local Governments

In early 2006,The Beibu Gulf Economic Zone in Guangxi is situated at center of the Beibu Gulf economic rim and neighbors to Southeast Asia by land and sea.This paper, starting from analyzing the cooperative necessity among local governments, expounds the predicament among regional local governments, by taking Guangxi Beibu Gulf Economic Zone as an example.Then it analyzes the reasons from ideology,officials assessment system, legal systemand consultation system. Finally,it proposes four solutions to solve the dilemma of the regional cooperation by reference to the domestic experience of some local governments in regional cooperation from four aspects: to transform the officials'ideology, to establish scientific evaluation system for performance, to perfect the legal system, and to construct consultation system.
