Research On The Relationship Between MNC's Technology Transfer And China's Technological Progresses

With the increasing of multi-national corporation (MNC)'s investment in China, and the globalization tendency of MNC's R&D, MNC transfer their technologies frequently in China. It becomes a hot topic of discussion to dock MNC's technology transfer to promote China's technology progress.Starting with analysizing technology transfer theory of MNC to China, the author think that the international technology transfer is subject to the combined effects of many factors. Such as home-based global strategic perspective of MNC, the restrictions of home country on transfer target level, the investment and management model of MNC, the fusion of branche of MNC and the production and marketing system of the host, the nature of the technology itself and national security, which will determine the behavior of technology outflowing.On the basis of this analysis, the paper further makes an empirical study on which the host factors, such as the technical foundation and the absorption capacity of enterprises of china, the stimulating of knowledge innovation system to technological spillover, the preferential level of Chinese government's policy of FDI, the resources factors of China Technology Innovation, especially human resources, will affect technology transfer.The empirical study found that the level of transfer technology of MNC in China is higher and higher, and the effects of its technical activities, such as the market competition, demonstrations and imitation, the technological spillover by first to connection and latter to connection, strengthening the flows of human capital, strengthening the cooperation of R & D, the advanced management model and introduction of corporate culture, of such effects, have a direct positive effect on China's technology progress.The analysis discovered that it is possible to get the anticipated technology progress, only when the three levels of the docking mechanism– the cores level mechanism, the strut level mechanism and the technical diffusion layer mechanism are good combined.Among them, the core mechanism is direct docking MNC R& D investment behavior, including the benefit-drived mechanism and the technical rights and interests safeguard mechanism. The strut mechanism contains the essential created mechanism of R& D, technological developed periphery mechanism and techniques market mechanism. And the technical diffusion layer mechanism includes the processing mechanism of technical diffusion, the power mechanism, the safeguard mechanism.
