The issue of increasing the farmers'income has been the core one of the Tri-agri issues, Chuzhou District is an area in which agriculture and provisions play an important part. In recent years, the paces of increasing the farmers'income have been slowed down, the lag of farmers'income has been enlarged among the farmers in Chuzhou District and those in Jangsu province, South Jiangsu area. To increase the farmers 'income in Chuzhou District is the core point and the difficult one of building new countryside and achiving all- round wealth society. The paper analyzes the features of the transformation in the farmers'income, the major factors which affect the farmers' income increasing, and the strategy of increasing the farmers'income in new period.First, the paper analyzes the features of the transformation in farmers' income in Chuzhou District by data comparing and analyzing. The general income condition is increasing, and yet the velocity of income increase is slow. The pure income per farmer in 2005 was 8.7 times of that in 1987, the rate of income increase was 13.96% per year, which was with big fluctuation, it came to 19.34% in 1988, the velocity was 2.39%in 1990, and surged to -19.84% in 1991. The on-farm income played and still plays an important part in the toal income of the farmers. The on-farm income had a percentage of 42.1% in the total income from 1992 to 2005, and came up to 57.7% in 2005, which was the highest ratio in the history. Among all of the income, on-wage income increased rapidly, and contributed a lot to the increase of farmer's income.The on-wage income was¥101.21 per farmer in 1992, and it came to¥1921.53 in 2005, at the same time the ratio of on-wage income had increased to 35.4% in 2005, which was only 9.1%in 1992. The income lag among local farmers and those of the Jiangsu provine, the developed area was large and has been enlarged. The pure income per farmer in Chuzhou district was¥2548.17 in 1996, at the same time, the average level of farmers' pure income in Jiangsu province was¥3029.32, the former came to¥4197.43 in 2005 and the latter¥5276. The pure income per farmer in Chuzhou district had an increase of¥879.25 from 1999 to 2005, and yet it increased by¥3064 in Kunshan City, 3.48 times of that in Chouzhou district.Second, based on investigation and real situation, the paper presents that the income of farmers consists of two parts:on-farm and off-farm income, the two parts play the same role, the major factors that influence the income of Chuzhou farmers are those ones: the lack of land resources, small-scaled planting mode. One person occupies 0.98 mu of land in Chuzhou, on the other hand, one laborer can deal with 28.7 mu of land, the on-farm income per person is only¥1971.72, those who deal with more land can get an income of¥4534.48 per year. An example: rice-wheat planting mode, the pure income is¥635.75 per mu a year, another planting mode: watermelons(watermelons-vegetables mode or watermelons-rice mode), can get a pure income of¥3070 (watermelon) and¥2022.5(vegetables); the price of agricultural materials upcreeped rapidly, which resulted in the investment in rice-growing grew up to¥337.5 in 2006, which was¥229.1 in 1999; the infrastructure is weak; the process of agricultural industrialiation develops slowly; the price of wheat upcreeped by¥0.16 per kilogram and the price of rice increased by¥0.60 per kilogram, the output of wheat and rice in Chuzhou was 332 kg and 516kg per mu, as a result, the increase of income was¥362.72per mu a year; the factors that influence the income of off-farm are those ones: the employment and rural labor emigration, the level of city development, the quality of rural labor, the government expenditure on farming.In the end, based on the analysis result and real situation in rural Chuzhou, the paper gives some suggestion that two aspects can be done to enhance the farmers income: one is increasing on-farm income and the other is increasing off-farm income, that is: adjusting the structure of planting, developing high-efficient agriculture, promoting large-scale management, applying agricultural industrialization, raising the price of provisions, accelerating the speed of citylization, aggrandizing the governments' expenditure on farming, strengthening training on farmers, all above are the ideas and strategy to increase the income of farmers in Chouzhou district.
