AS the opening of civil aviation market, many international aviatic magnates strive their way for entering China market and more and more private airlines are established at the same time, which leads to a gradually fierce competition. Making a comprehensive view of the fuel market, the international fuel price fluctuates greatly but always keeps high. Since all airlines rely on the fuel for their daily operations, the fuel cost begins to take up higher and higher ratio of the main operations cost of them. On this occasion, controlling operations cost, especially reducing the fuel consumption, becomes an inevitable way for those airlines to promote their competitive power.This article, which takes Sichuan Airlines as an example, makes a comprehensive and deep analysis of its fuel saving. In addition, it does a systematic and detailed research on how to carry out fuel saving in the future. Furthermore, during the process of research, it breaks through the limit that people in the past pay so much attention to the theoretical research. Instead, the fuel saving of Sichuan Airlines is programmed on the basis of both technical and managerial systems. Establish the overall strategic target of fuel saving and gradually promote to fulfill with this target by the principle of"Significant Goal will be Achieved by Progressive Steps"which shall be implemented in respective phase.From the technical aspect, this article, which focuses on the close loop of flight operations and those points which can be controlled, advocates to make full use of QAR, ACARS and other advanced technical measures to make an analysis and an evaluation, besides, to optimize CFP as referenced criterions for fuel saving. Meanwhile, this article makes a general research on operations control, flight operations, aircrafts maintenance and cabin management to form the technical specifications of fuel saving.From the managerial aspect, this article makes an analysis of operations cost, introduces fuel cost policy, objectives management system, inspiration mechanism, effectiveness evaluation system, surveillance measures and energy saving culture, compiles fuel saving manual and advocates to implement a standard close loop management.Based on the technique and managerial systems, WBS & progress control shall be exercised by establishing the efficient organizations or managerial structures while, in the promotion with fuel saving project, optimize the routine operation process and integrate with interal audit and evaluation so as to finalize with systematic optimization.On the whole, with the program, implementation and constant improvement of the systematic strategy, the fuel saving of Sichuan Airlines has made great achievements that technical standards and managerial system have been established, the fuel consumption per ton-kilometer has been greatly reduced, the efficiency of fuel saving has been enhanced, the objectives management on department and employees has been improved to some extent and process rebuild of the enterprise has been successfully realized.
