Research On Fuel Cost Management Problems And Countermeasures Of A Power Plant

Power industry is not only the foundation of the development of our national economy but also the basic industry of our country. The stable operation of the power industry is significant for the stable development of our society. China is a country with abundant coal reservation and the thermal power accounts for 73.4% in our energy structure. It will remain being a main source of energy in the near future in China. In the total cost of thermal power, more than 70% is the fuel cost, and the fuel costs accounted for more than 80% of the variable cost of thermal power generation. Due to the special management mode of thermal power enterprises in our country, we have an inefficient fuel management and a high power plant cost for quite some time. To reduce fuel costs effectively is no doubt the best way to reduce the cost of thermal power generation, improve the efficiency of the power plant and resist the market risk.This paper studies the fuel cost management and the core purpose is to reduce the cost for thermal power enterprises, improve the efficiency of the enterprise management through the effective control of fuel costs. Based on some theories and research results about fuel cost management, this paper studied the influence of the fuel management organization setup, system integrity, the scientific business process, the fine management of the core business and the perfect information mediums on fuel costs. And this paper made it clear that the reduced cost of the fuel costs is still the most effective means to reduce the cost of thermal power industry in the next period of time. On this basis, this paper establishes the optimization countermeasure of fuel cost reduction system, which makes the policy to optimize the fuel cost management more bright and clear.This paper selects A power plant as the research object of the case, first studies the present situation and existing problems of the fuel management and analyses the reasons of the common problems of the existing problems of the fuel management from the overall to the individual. This paper finds out that the reasons of the high fuel costs is caused by the lack of standardization work of fuel, the low level of refinement of the fuel and the blanking of the work of informationize of the fuel. Then, through the establishment of a reasonable fuel organization, a formulation of a sound system, a scientific coal fuel flow to improve the fuel standard management and it's internal management. By sets up a supplier evaluation model, designs a coal inventory management to improve the fuel the elaborating management, optimize fuel business. Through modern information technology, with the aid of outstanding industry cases, set up the information management system of fuel, strengthen the fuel control and finally reduce fuel costs.Therefore this paper arrives at the conclusion that in order to effectively reduce the fuel cost, we need to optimize the planning of the three aspects of the standardization of the fuel, the refinement of the fuel and the informatization of the fuel. After a thorough study of the present situation and existing problems of the fuel management of A power plant, this paper puts forward a set of complete optimization countermeasures, put it into practice and has obtained certain economic efficiency. Thus provide a reference of reduce fuel costs for the second phase project of A power plant.
