Thinking About China's Agricultural Integration Management

Under the household contracted responsibility system, agriculture is only a productive department of primary agricultural products and shoulders the task of providing primary consuming products for the residents of cities and towns and supply raw materials for the city industry. Therefore the industrial chain of agriculture has been cut deliberately. The major task of deepening the agriculture reform today is how to lengthen and widen the agricultural industry chain, how to increase the additional value of the agricultural products and how to improve the income of peasantry. Therefore, we should take the road of developing China's agricultural integration Management to liberate the productive power of agriculture. That will play a great role in developing the agricultural economy, eliminating the differences between cities and countryside and increasing the income of peasantry. This thesis is about some thoughts on China's agricultural integration Management.It includes four parts. The first part is an analysis of the theories in agricultural integration, including the definition and connotation of agricultural integration, its significance, developmental process and organizational mode. These theories make a preparation for the later analysis of China's agricultural integration in Chapter 2. The second part deals with the four bases of China's agricultural integration management. With Deng Xiaoping's "Second Leap" theory of economics as its theoretical basis, the establishment of China's Market Economy System as its systematic basis, the problems appearing in the practice of the household contracted responsibility system as its constitutional basis and the task and goal of the construction of new countryside being put forward by the Chinese Communist Party in the new era as its policy basis, China's agricultural integration management procedure is well under way. Since the Party wants to improve the backward conditions of China's rural areas, it must solve the problem of agriculture, countryside and peasantry and the best way to solve the problem is to develop the agricultural integration management. Therefore it is very likely for China to develop its agricultural integration management in the present situations. Based on the four reasons to develop China's agricultural integration management, the author proposes his basic brain path and makes a detailed analysis on the reasons why we should develop the agricultural integration management on the basis of household contracted responsibility system and the relationships between them. The third part is an analysis of the present situation of China's agricultural integration management, its problems and countermeasures. The author points out the fact that China's agricultural integration management is still in its beginning stage and many problems appear in the practice of it, such as the unbalanced distribution of the agricultural integration organization, the small scale of the leading enterprises and their weakness in competitions, the imperfection and unstableness of the interest-related system between enterprises and peasantry, the disturbance of the government in the agricultural integration management through administrative orders and the unworkable laws and regulations of the government's supporting policies towards enterprises and organizations, etc. The fourth part brings forth new ideas about China's agricultural integration management. In the future, we should take such countermeasures as establishing the leading agricultural industry, fostering the leading enterprises and cultivating the agricultural market system to promoting the smooth development of China's agricultural integration management.
