The Study On Operation Mode Of BOT In Sewage Treatment Projects

Nowadays in China, with the high developing speed of national economy, scarce fresh water to the utmost, and flourished sewage treatment industry, which make it becomes a kind of trend to use the popular international BOT mode to build the sewage treatment plants, to resolve the water environment protection problems under the condition of infrastructures construction fund scarcity. This article applied the relevant theories of project financing and BOT to account for the operation mode of BOT in sewage treatment and its key points, with the analyses and the understandings of author on the Guangzhou Xilang project's operation. Many lessons are concluded and beneficial references are provided by author for the other new sewage treatment BOT project to use.Firstly, this article briefly introduces the chances and challenges of sewage treatment industry in China, and the reasons why ask the question. Then it briefly introduces the interior and oversea research situations, and the general condition ofGuangzhou Xilang project.At next, this article introduces the theories of project financing and BOT, and expatiate the sense of using BOT for infrastructures construction. And then, it introduces the organizing structure and main operation mode of common BOT project.And then, chapter 3 introduces the general situation of sewage industry. Firstly it explains such as the sewage's concept, process, construction, and so on. And then it has a detail analyses to the developing situation of sewage industry, and the actuality of using BOT in sewage industry.Next, this article has a detailed discussion and analyses to operation mode ofGuangzhou Xilang project.Then it has some questions and suggestions from different angle of the government and investment. Some opinions are provided by author on developing cycle, developing district, finance analyses, concession contact, EPC, O&M, law consultation and business insurance, as references to other sewage BOT project. Finally, the summary of the whole thesis is presented.
