The Strategic Concept Of The Development Of The West Taiwan Strait Economic Zone Under The View Of The National Economic Patterns

As an important part of Eastern China's "golden corridor", the development of the West Taiwan Strait Economic Zone (shortened as WTSEZ hereafter) is not only concerned with the growth and rise of Southeast China, but also shoulder the mission of connecting the Mainland with Taiwan. Therefore, quickening the development of WTSEZ has become an important part of the national regional economic developmental strategy, which makes a great contribution to promoting the sustainable and healthy growth of national economy. This paper explores the developmental strategies of WTSEZ from the perspective of our national economic patterns. It briefly introduces the status of WTSEZ in our national economic planning, comparing it with such areas as Yangtze River Delta, Zhujiang River Delta, new areas of Pudong and Binhai. Further more, this paper expounds the main existing problems of the development of WTSEZ and puts forward the "three-dimensional" framework for the future development of WTSEZ, i.e. the strategies of regional industrial development, regional space development as well as regional systematic innovation. For the industrial development, great efforts should be exerted to the promotion of cooperation among the Mainland, Hong Kong, Taiwan and Macao; the leading industries be scientifically selected; ecological economy be developed; industry group be built and group transfer be impelled. For regional developmental strategies, innovation should be made for the mechanism of regional cooperation; construction of central cities be quickened; scientific regional labor and industry division system be set up. As regards the strategies of systematic innovation, complete system of laws and regulations should be established; specialized coordinated management mechanism and organizations be founded; different policy regions be divided; administrative management system be reformed; national financial and policy support be increased; functional divisions of WTSEZ be explicitly classified.
