Since the economic opening-up for more than 20 years, Chinese private enterprises have been greatly developed, which made a giant contribution to the economic development, the insurance of social employment and the reform in economic system. The small and medium-sized private enterprises have played an important role in promoting the economic development and increasing the employment; moreover,they have become the main source of raising the revenue.However,some problems of management have arisen in the course of rapid development of these small and medium-sized enterprises. Especially, salary management has become the barrier to their further development. As an important part of motivating system, salary system not only directly affects the interest of the working staff in enterprises and the sustained growth of them, but also has a great effect on the competitiveness in human resources. Thus, it's of practically great significance to study how to improve the salary management and how to establish a new salary system that is both fair and impartial to employees and competitive with rivals.This essay consists of five parts.The first part introduces the study background, the purpose and significance of the study and the methods. Secondly, it gives a brief account of basic concepts and forms of salary as well as the factors affecting salary scheme. It also introduces some fundamental theories about salary scheme and looks back on the course of development in salary management at home and abroad. The third part points out some problems and then focuses on the analysis of the reasons and roots of them, based on the presentation of the current situation of salary management in small and medium-sized enterprises . The problems includes: considerable discrepancy in the level of the salary management, the state of salary system being divorced from the development strategy of enterprises, the neglect of fair procedures in salary scheme and the out-of-date methods. Fourthly, it puts forward some principles and tactics for optimization of salary syetem in small and medium-sized enterprises. The last part deals with demonstrating study. Taking one private enterprise as an example, it makes analysis and evaluation of the salary system in it. Moreover, following some theories and guide-lines, the scheme for reestablishing salary system has been carefully worked out.With the method of combining theory and practice and on the basis of a vast amount of relevant theories, principles and documents and data, this essay analyzes the present situation of salary management in private enterprises and some major problems; in addition, it brings forth an optimized strategy for them. This essay has also carefully worked out a new scheme for salary management which accords with the reality in the private steel enterprise taken as the example. The writer hopes to provide some proposals and suggestions on the device of salary management and delve further into improvement of salary management in Anhui private enterprises.
