Study On Some Issues And Countermeasures For The Sustainable Development Of Private Small Hydropower

The general of private investment for SHP and the reason for its slow-down in the world are anaylzed, and a comparison study made between the international trend and the Chinese situation, thus contributing to some countermeasures for the sustainable development of private SHP that is concluded by international SHP professionals, as well as some references which can be taken for China.A qualitative and quantitative analysis is made from the angle of SHP market orientation and competitiveness, thus bringing forward the main factors that affect the SHP competitiveness. A quantification analysis is made for the external profit of SHP, and a quantitative prediction is also made for SHP development scale as to achieve an optimum planning. From the macroscopic viewpoint, emphasis is given to study the main barriers affecting the market competitiveness of private SHP at present, and to give some countermeasures improving the SHP competitiveness.The present SHP is almost in a situation of drifting along the wave of market economy. SHP as one weak sector of the energy industry, urgently needs a Government-enabled and Market-oriented new policy to be formulated so as to promote the healthy & sustainable development of SHP.With the further deepening of reform on the SHP investment system, investment diversification has been basically achieved, and there is no doubt about the position and quota of private SHP inside the SHP development. However, in the investment field of SHP there are still some distinctive issues such as, too simple financing mode, intact information or channel for private financing, defect risk-restricting mechanism and some lawful barriers etc., which impede the fund flow and affect the investment benefit. The stable development & undertaking of CDM in China, has injected a flow of fresh vitality into SHP sector.As a clean and renewable energy, SHP is endowed with a sound ecological benefit, which has been widely accepted by the international society. But this does not mean there is no negative impact on the environment. Now private enterprises always seek for maximizing the profit, and pay much attention to construction management of the hydropower station, but neglect responsibility and investment for the impact on environment arising from SHP construction. Furthermore, governmental supervision & administration is not strong enough, so great damages have been imposed onto the ecological environment in some river basins. This article also touches upon the topic that developed countries attach great importance to supervise and manage the ecological environment while building the hydropower station, and after analysis, put forwards the ideology of co-existence between the SHP project and the environment, as well as some practical measures.Finally, some case studies have been carried out for independent private SHP financing, or joint SHP financing between private company and the government etc., thus summarizing some experiences or lessons about acquisition of the development right for water resources, project construction & management, project financing, risk control, ecological environment protection, reallocation etc., among which the typical case study recommended by European Union about the integrity between SHP and environment introduces how to well co-exist with the surrounding environment when a hydropower project is designed, constructed and operated. This certainly presents some instructions on the SHP development and environmental protection in China.
