Research On Pricing Mechanism For Sustainable Development Of Small Hydropower

As a clean and renewable energy, Small hydropower plays an important role in solve the problem that large power grid cannot extended in rural areas, improve the level of rural electrification and develop the rural economy, the nearest to a network, the nearest power supply. Small hydropower mainly to solve the electricity services in rural areas fulfill its social responsibilities, the majority of mountain farmers to improve production and living conditions, promote rural development has played an irreplaceable role. And subject to the environmental impact of electricity market, the development of small hydropower has maintained good momentum, became a hot spot for investment of private capital.After the reform of investment system in2002, on the one hand, a large influx of water resources in the field of social capital in rural development commercial exploitation, although greatly accelerated the pace of development of the use of water resources in rural provinces, but the commercial development of rural hydropower is mainly in order to obtain economic benefits, does not bear the "San Nong" welfare social responsibility; on the other hand, provinces and national levels of government to the original rural hydropower collective nature of a larger area of the sale of the restructuring, the restructuring although clearly the relationship between ownership enterprises, but also led to the lack of responsibility of public welfare.Firstly, This paper made a definition for the current small hydropower companies, and expounded the theory of pricing mechanism for small hydropower; then analyzed the current situation pricing mechanism problems of small hydropower, and in turn from the price structure, the electricity supply and demand, price positioning function analyzes the specific problems exist in pricing mechanism. In order to solve the current problems existing price mechanism, the article proposes to consider the price of ecological compensation mechanism for small hydro, and combined with the current pricing mechanism, proposed price mechanism for sustainable development of small hydropower.
